Refugee Integration Support by Country
Germany
Germany's integration course (Integrationskurs) is the foundation. 700 teaching units total, with 600 hours of German instruction targeting B1 plus 100 hours of civic orientation. The course is mandatory for refugees receiving Jobcenter benefits. Cost is EUR 2.29/lesson, but benefit recipients are exempt.
After the integration course, vocational language courses (Berufssprachkurse) cover B2 and C1 levels. Free if your taxable income is below EUR 20,000/year.
The Job Turbo program pushes for immediate employment after completing the integration course at A2/B1 level. The Federal Employment Agency runs Digital Action Days connecting refugees directly with employers.
Work authorization: Recognized refugees can work immediately with no restrictions. Asylum seekers cannot work for the first 3 months. After that, they can apply for discretionary permission (subject to a labor market test), but many wait 9-18 months depending on the federal state. Germany is implementing the EU's GEAS rules, which require labor market access no later than 6 months after registration if the delay isn't the applicant's fault.
2025 cuts: Special integration courses for women, parents, and young adults under 27 are being discontinued.
Canada
Canada resettles refugees as permanent residents with full work authorization from day one.
Three streams. Government-Assisted Refugees (GARs) get up to 12 months of federal income support through the Resettlement Assistance Program. Privately Sponsored Refugees (PSRs) get 12 months from their sponsors. Blended Visa Office-Referred (BVOR) refugees split support, 6 months government and 6 months private.
RAP support covers housing, food, transportation, and basic needs, benchmarked to provincial social assistance rates. A one-time start-up allowance covers furniture, clothing, and household essentials.
Language training through LINC (English) and CLIC (French) is free with no fixed cap on hours. Some sites provide childcare and transportation. It's voluntary.
The 2025 resettlement target is 38,350. Processing times run 12 months for GARs and 42 months for PSRs, with a backlog of 101,700 applications. New private sponsorship applications from Groups of Five and Community Sponsors are paused until December 31, 2025.
United Kingdom
Recognized refugees get immediate, unrestricted right to work. Asylum seekers cannot work for the first 12 months. After that, if the delay isn't their fault, they can apply for permission to work, but only in jobs on the Immigration Salary List (23 specialized occupations).
Language training through ESOL is funded by the Home Office for up to 60 months after arrival, with a minimum of 8 hours/week.
The Refugee Integration Loan provides GBP 100-500 (GBP 780 for couples), interest-free, for rent deposits, moving costs, or work equipment. Decision within 4 weeks.
Asylum seekers in Home Office accommodation must leave within 28 days of receiving refugee status. They become eligible for local authority housing and Universal Credit, but 28 days to arrange permanent housing is notoriously difficult.
Sweden
Sweden's integration program (Etableringsprogrammet) combines language training, civic orientation, and employment preparation through the Swedish Public Employment Service.
Swedish language instruction (SFI) is free, provided by municipalities, with a 3-year completion window. It can be combined with work or other education.
Financial support during the program: SEK 231/day during the initial mapping period, rising to SEK 308/day (~SEK 6,776/month, roughly USD 620). Supplements for housing and children are available.
Recognized refugees can work immediately. For asylum seekers, Sweden is introducing a 6-month waiting period under the Tido Agreement reforms. The track change option, which let asylum seekers switch to work permit applications, was abolished in April 2025.
US
The US Refugee Admissions Program was suspended on January 27, 2025. The FY2026 admission ceiling is 7,500, the lowest in USRAP history. Refugee Cash Assistance was cut from 12 months to 4 months. Refugees already in the country retain work authorization, but the support infrastructure has been significantly scaled back.
